This award recognizes exceptional contributions or commitment to the advancement of recreation and parks in Ontario.

The Canadian Forces Morale and Welfare Services (CFMWS) is responsible for delivering programs, military members, veterans and their families. These programs include fitness, sports, recreation and health promotion. Through their Personal Support Programs Division, CFMWS is committed to providing quality leisure experiences, innovative programming and recreational facilities that enhance the health and well-being of the military community.

CFMWS has shown exceptional leadership in policy development, supporting wellbeing through initiatives such as June is Recreation and Parks Month, and in the area of quality assurance. Since implementing HIGH FIVE nationally in 2011, the CAF has gone above and beyond to support HIGH FIVE and meet its standards. The CAF assisted in the development of HIGH FIVE's Healthy Minds for Healthy Children online training and resource, and were also an integral part of the QUEST 2 upgrade by attending focus groups, pilots and providing valuable feedback and insight.  In addition, as of 2016, the first Canadian Forces base recently received the HIGH FIVE Accredited designation.
